ADRIENNE: MILWAUKEE’S HEALTH COMMISSIONER IS TAKING A JOB TO WORK WITH THE THINK TALK — A THINK TANK.>> I DEFINITELY WILL PROVIDE MORE DETAIL ON WHAT THAT MEANS WHENEVER I AM OUT OF THIS WORLD BECAUSE I AM LIMITED. ADRIENNE: IN THE CITY COUNTY BRIEFING NEXT WEEK — LAST WEEK, SHE SAID THEY NEED MORE DIVERSITY. WE ARE TALKING WITH HER ONE MORE TIME. WHAT CAN YOU TELL US IN TERMS OF THE RACISM YOU HAVE FACED? INSIDE THE DEPARTMENT? OUT OF THE DEPARTMENT? WHAT HAPPENED?>> I HAVE TO BE CAREFUL WHAT I SAY ON THE JOB. TECHNICALLY, I STILL AM SO I NEED TO BE MINDFUL OF REVIEWING ANY SPECIFIC INDIVIDUA OR AFFILIATIONS, BECAUSE THAT WILL CREATE ISSUES. WHAT I CAN SAY IS THIS, WHEN WE TALK ABOUT RACISM, OFTENTIMES PEOPLE THINK ABOUT VERY SPECIFIC ACTS LIKE INTENSE TYPES OF RACISM WHERE PEOPLE ARE CLANS PEOPLE OR THEY HAVE DIXIE FLAGS. THAT IS A DIFFERENT LEVEL. WHEN I AM TALKING ABOUT RACISM, I AM TALKING ABOUT A VARIETY OF LEVELS. WHETHER THEY ARE MICRO AGGRESSIONS, VARIOUS MICRO-INVALIDATION’S, INSULTS. BEING CUT OUT OF IMPORTANT CONVERSATIONS, BEING CUT OUT OF VARIOUS OPPORTUNITIES TO MAKE DECISIONS. SO ON AND SO FORTH. SOME OF THESE THINGS WERE HAPPENING BEFORE COVID, BUT OBVIOUSLY, COVID IS THE GREAT MAGNIFIER SO IT HAS ENHANCED WHAT WAS ALREADY GOING ON. WHEN I TALK ABOUT THE RACISM I HAVE EXPERIENCED, IT IS PRETTY MUCH ALL ACROSS THE BOARD ADRIENNE:. I THINK IT’S IMPORTANT FOR PEOPLE WHO LIVE IN THE CITY TO KNOW THE PEOPLE WHO WORK FOR THE CITY WHO WERE RACIST TOWARD YOU. ARE YOU FILING ANY FORMAL COMPLAINTS AGAINST PEOPLE WE SHOULD KNOW ABOUT?>> THAT IS STILL IN DISCUSSION BECAUSE OF THE NATURE OF THE SITUATION. I CAN’T REVEAL MORE ABOUT THAT. I WANT TO ACKNOWLEDGE THAT THE CITY AND COUNTY DECLARED RACISM AS A PUBLIC HEALTH CRISIS. AS PART OF DOING THAT, THERE ARE STILL SOME ACTION ITEMS THAT HAVE TO BE ADDRESSED. PART OF THOSE ITEMS ARE NEEDS ASSESSMENTS, EVALUATING HIRING PRACTICES, PROFESSIONAL DEVELOPMENT, POLICIES AND PRACTICES THAT OUR DEPARTMENTS HAVE. THEN OF COURSE,, ADVOCATING IN OUR COMMUNITY. A LOT OF THINGS WERE JUST GETTING OFF THE GROUND THEN COVID HIT. BENNETT, WE WERE ABLE TO USE THAT INCREASED AWARENESS AND PERCEPTION TO HELP US WITH THEIR COVID RESPONSE TO PRIORITIZE SHARING RACE AND ETHNICITY DATA FOR COVID FROM THE BEGINNING, BUT THERE IS STILL WORK THAT NEEDS TO BE DONE WITHIN OUR OWN ORGANIZATIONS THAT WE WEREN’T ABLE TO FULFILL. ADRIENNE: I FOUND AN ARTICLE THAT SAYS THAT AT LEAST 49 STATE AND LOCAL HEALTH LEADERS HAVE RESIGNED, RETIRED, OR BEEN FIRED SINCE APRIL. WHY DO YOU THINK THERE IS THIS PUSHBACK?>> PUBLIC HEALTH PROFESSIONALS, ESPECIALLY WHEN YOU ARE THE ADMINISTRATOR OR THE BOSS OF THE HEALTH DEPARTMENT, WE HAVE CODES OF ETHICS. THINGS THAT WE HAVE TO ABIDE BY, JUST LIKE ANY OTHER PROFESSION. MY UNDERSTANDING OF WHAT IS HAPPENING IS THAT THERE IS A FUNDAMENTAL DIFFERENCE IN ETHICS, VALUES, AND BELIEFS RELATED TO PUBLIC HEALTH AND THIS PANDEMIC AND POLITICS IN GENERAL. SOME OF MY COLLEAGUES HAVE MOVED OUT OF THEIR POSITIONS OR BEEN FORCED OUT BECAUSE THEY HAVE REFUSED TO ADJUST THEIR VALUES TO ALIGN WITH WHOEVER IS IN CHARGE. I WANT TO SAY THIS ALSO, ANOTHER HASN’T BEEN A LOT OF DISCUSSION ABOUT IT, BUT WITHIN OUR STATE, OUR STATE HEALTH OFFICER LEFT THIS SUMMER. WE DON’T OF THE DETAILS BEHIND WHAT HAPPENED, WHAT WE DO KNOW IT IS CREATED A GAP. ALL OF US AT THE LOCAL LEVEL, WE LEAN ON OUR STATE HEALTH DEPARTMENT TO MAKE SURE WE’RE GETTING RESOURCES AND INFORMATION.
